REQUEST FOR EXPRESSION OF INTEREST (REOI)

Consultancy Service for Service of Training and Employment Services Provider (TESP) under SRCTIP

Name of project: Strategic Road Connectivity & Trade Improvement project (SRCTIP)

Credit No.: 6673-NP

The Government of Nepal has received financing from the World Bank toward the cost of Strategic Road Connectivity & Trade Improvement project (SRCTIP) and intends to apply part of the proceeds for consulting services. The Department of Roads intends to procure Consultants for Training and Employment Service Provider (TESP).

The scope of the consulting services can be defined as “The TESP will promote skill-based trainings and employment opportunities to local project women along the Kamala Dhalkebar Pathlaiya (KDP) road and support the project in responding to the commitment of gender parity in needed work through:

a. Training Need Assessment and Selection of Trainees

b. Training

c. Job Placements

d. Other Activities.”

 

Anticipated date for commencement of the services is May 2025 and the tentative duration of the assignment is about 22 months. The Terms of Reference (ToR) for the assignment are available on the website of the Department of Roads: https://dor.gov.np/home/notices.

 

The Consultant shall provide expert service for the scope of works described above. The Department of Roads, Development Cooperation Implementation Division now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Core business of the firm – Active years of service in training services
  • Affiliation – Enlisting affiliations with CTEVT (including renewal for current FY 2081/82) for training in various transport/construction related fields and others
  • Relevant experience – Number of training services with at least two similar training contracts, to at least 100 trainees in each training contract based on curriculum of CTEVT short vocational training program during last 7 years along with Training Completion Certificate.
  • Technical and Managerial Capability – Number of full-time professional staffs

 

(Note- The service provider shall furnish Training Completion Certificate, as evidence, provided by the respective clients.)

 

The attention of interested Consultants is drawn to paragraphs 3.14 and 3.16 - 3.17 of the World Bank's Procurement Regulations for IPF Borrowers, fourth edition November 2020 setting forth the World Bank's policy on conflict of interest.

 

A consultant will be selected in accordance with the Quality & Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers, fifth edition September 2023

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Consultants' association, not stated clearly, shall be considered in the form of sub- consultancy.

Expression of interest must be delivered in written form (in Person or by email) to the address below on or before 2nd January, 2025, 17:00 hours local time.

 

The general requirements for shortlisting of the consulting firms are as follows:

  1. The firm shall submit a copy of Firm and VAT/PAN Registration along with Tax Clearance certificate for the last Fiscal Year.
  2. The applicant or each member of the Joint Venture applicants must have minimum 5 years of standing.
  3. Associated Firms as Sub consultant shall not be considered for evaluation.
  4. Service Provider Firms are allowed to associate as Joint Venture. A service provider firm shall not submit more than one REOI, either individually or as joint venture partner.
  5. The EoI of Service Provider firms will be rejected if any firm associated in JV has been debarred by the World Bank.
  6. Completed or substantially completed projects are considered for evaluation.
  7. The completed/substantially completed projects within last 7 (seven) years counted from REOI submission deadline shall be considered for evaluation.
